why does "Oscar" take an entire flake of food into his mouth, then spit half of it out a second later?

Hi Dawn,
 He does that because he is testing the food.  He doesn't know you yet and he certainly doesn't trust that you will give him good stuff to eat. So, he tests it. This is perfectly normal and likely after a few days he will decide that this food is okay and not spit it out again.

 It is very important that you don't let uneaten food sit in the tank.  If he hasn't eaten it within a few minutes of putting it in the tank, he isn't going to eat it.  

  Uneaten food quickly rots and spoils the water.
