fish being eaten?

Question
hi,
I have a clown loach who is not doing well.  Worse, he seems to be getting eaten.  his tail and his fins are slowly disappearing as if from nibbling.  will they grow back?  It seems logical that if he has no fins or tail his swimming will suffer greatly and will prbably die.  can he survive for long that way or would it be kinder to euthanize him?

thanks,

Fred
