I've had my betta fish for about a month now and when i bought it , it was an odd color which attracted me to him. After about the forth water change the surface of the water developed a thin slime like layer with air like water bubbles that were hard to pop. Another thing that concerns me is the color.... He is fully black with a little red and has white and the tips of his tail im pretty sure this is not normal.. what should i do?

Hello Chrissy-

This "slime" layer is actually caused by air conditioning units. It's harmless, but you should skim it off with a net so the betta doesn't eat too much of it. (Don't worry, I've got it too!)

The white tail tips may be new fin growing, or they may be a bacteria or Ick. Try adding QuickCure to the water, once a day for a week. If it clears up, then you've killed the bacteria, but if it persists, it's probably normal coloration or fin growth.
