Excellent question.
Basically dropsey is a symptom, not a disease. The fish looks lethargic and its scales typically stick out so the fish sort of resembles a pine cone. Think of it sort of like the fish equivalent of "a sore stomach" in humans, i.e., many things can cause it and it is different in different fishes. Generally, it is a sign of very poor health. Bad water conditions, internal infections, etc., all of these can result in dropsey.
