Cleaning an aquarium

Mu hubby works for an aprtment complex and a move-out left an aquarrium and stand in thier apartment. he knew I've been wanting one so... anyway the painters had already been in to paint the apt. this happens before the clean out. The aqarium had about 4 inches of water in the bottom and some milky white stuff inside with the goo and rocks. I am not sure if this is overspray or what. Anyway I would like to know what I should do as far as cleaning. I have wiped out with hot water and a rag but nothing else. Inside looks clean but... I know there could be reside ect. What should I do? I would appreciate any help.

Hi Pamela;

It may be paint but it could also be decayed old waste and food. It would be best to throw away the gravel and buy new in case paint got in there.
