My beta fish scared me today.  He floated up to the top of the water in his bowl, flipped over on his side, and sort of gaped for air. Then he started this weird twitching, a very jerky movement, and at times tried to swim to the bottom, but floated right back to the top like a cork. He was wiggling his front fins the whole time, if that helps. Is there anything I can do for him?

It sounds like a mixture between swim bladder problems and bad water quality. How often do you clean his bowl? It should be at LEAST once a week. And always make sure to add water de-chlorinater.
As for swim bladder problems, this is usually due to over feeding. Remember a fish's stomach is only as big as it's eye.
