newly adopted 18 finches w/nest and dirty cage

I have just adopted 18 negelected finches in 1 very large cage. 5 eggs fell out of 1 nest when she brought them outside. I still have 3 full nests. How long before they are born? The cage is filty and assembled backwards. I want to soak it in the tub. When is it safe to do this w/the eggs. I took out the nest w/the lost eggs, this ok? 1 finch has 1/2 feathered body. I see 1 bird and herself plucking. Trying to get seperate cage now to see if it stress, illness or just not accepted. I am going to get them better food, egg hatching mix and mite/lice protector.

I would definitely get a bigger cage and just get rid of the eggs. These birds are not healthy enough to raise young. Get the heat up in the cage to about 31C, change the water daily, change the food every third day, and change the paper in the bottom once a week. Keep everything quiet in the cage so they all have a change to get better.
