Answer
Hello Cassandra and thank you for your question.

Is your budgie tame? if you haven't taken the time to tame your budgie(talking to it sevral times daily, offering it food from your hands daily & taking it out of the cage daily)then it will probly not want to be near you or to even come out of its cage. If your budgie is still young 2 to 4 months then taming it will be easy, if its older then six months or older then one year then it will be much harder to tame. Before you start taming your budgie take it to a pet store or vet to have its wings clipped, this will prohibit flying making catching the bird easier while its out of the cage, it will also pervent the budgie from flying out an open window, onto a hot stove or out of a open door,(it only takes a second for a budgie to fly out a door while its open). Start by talking to it sevral times daily, and offering treats through the cage bars, then you may place your hand in the cage and while talking to the bird in a soft voice if the bird panics do not move your hand keep it perfectly still, then after the bird settles you may try again, repet this sevral times but if the bird continues to panic it may be better to do this for a few days before taking the bird out. The next step it to gentaly pet the birds breast perferibly from the middle down to the feet where you will then gentaly push this should knock the bird off balance and it should step onto your finger, at which time you will not bring it out of the cage but you will continue to talk softly to it while slowly moving your finger side to side or up and down to get it used to movment while its on your finger. Do this for two/three days before removing the bird from its cage. That way when you want to take it out it will be used to your hands & voice and will be easily removed. I highly reccomend that you let your bird out or take it out daiyl to play on a small bird play gym which should be located on top of its cage that way your bird will have fun and exercise two/three times daily and remain healthy.

I hope this helps if you have any questions feel free to ask.
