Before I ask my question, I would like to give you some background info. I have a lovebird that is around 4 years old. She began picking her back until it bled two years ago. She plucks until she had no feathers on her back and then picks the skin. She does see an avian vet. We have tried OCD medication but I took her off after a few days because I was disturbed by how lethargic it made her. I have had her collared twice. We took her last collar off a few months ago and she was fine for 2 months without it. She has begun to pick again so we will have to have her recollared. The vet had suggested that we get a companion, which we did. They do okay together. We had them socialize in separate cages for about a month before they met. It breaks my heart that we can't help her. We have even purchased an aviary and we are going house the two birds in it in our livingroom.
Do you have any suggestions or experience dealing with this kind of behavior?

Hello Rachel.  Thank you for your post.
I have taken a few birds in that have done the self mutilation thing.  
There are a number of things that can cause a bird to pluck it's own feathers out.  
Ruling out mites (if she had mites, your vet would've treated her for them), there is also stress, skin irritations, any kind of perfumes, room air fresheners, scented candles, cleaning solvents, and so on can irritate your bird's skin.
Try to spray her down with a light mist of water several times a day to see if that helps.  if it seems to help, the you might want to consider getting her a shower perch, and let her sit on the perch while you take your showers.  The steam might do her good, and it sure couldn't hurt to give it a try.
