i have a parakeet and my parakeet it to young to have ceres and i was wondering if there is any other way of telling it sex i was told that blue parakeets are males and green paraketts are females is that true

Your keet is not too young to have a cere!  They are born with them.  It's the colored area above the beak where the nostrils are located.  

No, it is not true that blue keets are males and green keets are females.  The sex of a keet is determined by the color of the cere once it is fully colored out.

Male keets have blue ceres and female keets have white/brown/beige/tan.  However, the true color of the cere will not be present until the bird is about 6 months old.  The color starts when the bird is younger, but can change until the bird is about 6 months old.
