white budgie, black eyes, tan beak.....male?

Hello and thankyou for this site!  I have a pure white budgie with black eyes (with a white ring around the pupil) and he (?) has a tan beak. Is he lutino? Is he male? We were told he was a boy!     
     
It seems most white budgies have black or red eyes (if albino) but 'Cyril' has beautiful eyes that change as he focuses! And I have read that the white budgies' cere can be tan to purple or pale. I would just love to know for sure. He chatters and sings and is very affectionate.... so far and we have only had him for about 3 months, so he (or she!) is about 5 and a half months old. We are prepared to call him 'Cybil' if we have to!

Are there websites specifically for these kinds of budgies?

Hello, He is a Albino budgie and is a mle! Female ceres are very very light pink with white around the edges or white or beige or brown. An adult budgies eyes do change when they are hapy or angry the irises seem to zoom in and out...very weird!. A true albions eyes are red a budgie can be white with black eyes but then of course its not an albino, a lutino is a all yellow budgie with red eyes.
