Haltering a 3 month old colt

Question
I'm 13 and have only been around and riding horses for about a year and a half. I bought a mare in September so I could show but we found out she was pregnant about a month before she had a colt. I did research and knew that u should start haltering a foal early so I started haltering him at one day old but did it inconsistently. I got him haltering pretty easy but had to skip a few weeks and now he won't let me put it on. He will be 3 months at the end of August. when I try to put the halter on he will move a way and pretend to be nursing or stick his head under her tail or so on. I can get it half way on after some work but then he starts backing up and shaking his head and i can't buckle it.Any tips on how to stop this? I've tried bribery, being nice and talking to him, being a little ruff and everything I can think of. He is really sweet and LOVES attention as long as U don't have the halter. Thanks
