is it sweet itch

light patches on belly   hello ma'am, may i know what are these light circular patches on the belly of this horse? is this sweet itch? if yes, may i know the cause of it? how to prevent it?

From this picture, I think you may be confusing dapples on this horse's coat with sweet itch  (Queensland Itch).Sweet itch is a type of dermititis  caused by the allergic reaction to an insect bite. The sandfly is one primary cause.

Dapples appear in many breeds and colors of horses. Some think it is genetic, some think it is health-related-a change in the nutrition of the horse, and other environmental factors.

I will do more research into dapples, but, at least from this picture, it looks like this horse just has dappled.
