Second over trips

Could you please tell me the exact reason why second over is the ideal trip in a harness race?

Erin,
  A second over trip isn't necessarily the best in harness racing. It depends on the horses in the field, the horse getting the second over trip, and the class, drivers, trainer, etc.
  In theory a second over trip keeps the horse from getting shuffled and keeps him covered so he doesn't take a lot of air.
