Horses don't eat meat because they are strict herbivores.  That means that their digestive system is not able to digest meat.  If a horse ate meat he would probably get sick.  He must get his protein from legumes, like alfalfa hay or soybean meal or oats or beet pulp.  Each of these is higher or lower in protein than others.

A wolf is a carnivore but sometimes he eats berrys and some grasses, but his main diet is meat because that is how his teeth and digestive system is built.  Bears are omnivores and they eat meat and grasses alike, just as we humans do.
