hello sir, when to use a bar shoe on horses? why these shoes are considered to be surgical shoes?

I am going to answer your second question first. I wouldn't classify a bar shoe as a surgical shoe. Bar shoes can be used in a wide variety of situations that have nothing to do with surgery.

I would use a bar shoe to aid in heel support, to transfer support away from one area of the hoof and to another and to use the frog as an area of support by using a heartbar shoe. A bar shoe can also be used to immobilize the hoof wall in cases of vertical cracks that expose sensitive tissue. These are probably the most common reasons to use a bar shoe.
