hello sir. i believe that this horse has low heels. if i use wedge pads, it would change the pastern angle(this horse has a normal pastern) and may lead to stumbling. am i right?

IT Could !!??? Reason I say this is there are a few variables.
From the pic, the horse looks well shod (plenty of shoe showing)& has short cannon bones
/metacarpals, YOU CAN'T get everything !!
But.."remember" THERE ARE (2) joints You have to worry about when you change angles.
The coffin joint at the hair line & the fetlock !!
As you raise/elevate the hoof angle, the fetlock will fall or drop backwards.
ALSO WHAT MANY FORGET WHILE SHOEING/TRIMMING...The strain or possible strain one puts
on the ligaments & tendons !!
What you do on the "outside...you do to the inside"...
