horse not staying still

hello sir. yesterday, a new mare came to my riding school. when i asked her to pick her hind leg. she picked up but not staying still. moving its leg to and fro as if want to kick me. how to deal  with this problem?

Repetition !!!  Over & Over again and patience...

Keep her low, DO NOT pull her leg to the outside & BY ALL MEANS
DO NOT FEED OR REWARD while doing this, it ONLY leads to bad behavior & the
horse's mind correlates eating with giving the Vet/Farrier more trouble !!!
