rubber under shoes...why?

I am looking to purchase a Quarter/TB, he is 17.1 hh.  Concern is that he has rubber under all shoes.  First, should this be a concern?  Second, why would this be used? What condition could this be used to correct?

THANKS FOR YOUR QUESTION, JOEL...

First off...ANY rubber between the hoof and the shoes is for
concussion.

Being a 17.1 hand Thorobred cross, he could be wearing what is called
"Leg-Savers" if they are attached/glued to aluminum shoes. They help
with constant shock and concussion of the hoof and lower limbs.

If it is NOT attached to the shoes...say steel...they are known as "rim-pads". They can be pre-purchased now from suppliers or cut from a thin piece of rubber or leather in some cases, by the farrier.

As far as a concern?? It is more of a aid or prosthetic for the horse.
Many horses ( thorobreds especially), have wider,thinner soles and many have thinner walls than other breeds. The use of a rim pad
allows the sole of the hoof to stay open to the ground ( more natural)
and breathe. The comfort of the rim pad stays under the shoe only.
Picks up the forces of the ground and concussion and eases the strain
that many horses suffer with on a daily basis.

Genetically, even though good nutrition is the "key to good hooves",
many equine just don't have the strong structure a horse needs to work
or compete in a everyday program.
