I have a 1 or 2 year old Russian tortuous. For the last week he is not coming out of his hut. When I move him to food he eats, pottys and returns to the hut. I have changed the sand and given him his vitamins on his food twice this week. Could he be sick or could he be getting to hot. His basking area is between 90 and 100 degrees from am to PM. Then his UVA and UVB go off for the night. He looks okay except he usually comes out in the morning and moves around the tank and lays in the basking area. Also should I have rocks in his tank or just the sand? Thanks

That may be  bit warm. Offer average daytime temps of 75-85F. A 'hot spot' of 90 is OK, but he needs a cooler retreat as well.

Sand is not a great surface for Russians- it creates a very dry habitat that tends to stick to food and may cause internal problems if he eats too much of it without passing it. The best option is to mix sand, topsoil (or leaf mulch) about 50/50, then mix in some shredded stuff like coconut coir, Bed-A-Beast bedding, shredded bark, or sphagnum moss (preferably not peat moss). Dampen the mix lightly to create a nice,mild humidity. Aim for a few inches of this mix to give your guy some place to dig.

He also might be getting a bit dehydrated. Make sure he has water and try giving him a good warm soak a couple times a day if he tolerates it.

Just FYI- tortoises don't need much UVA- all UVB bulbs offer  enough if it, so if you have that as a separate bulb, just leave it off.
