QUESTION: Hi I was holding my snake and I think my brother scared it so I told him to
stop a bit later I saw a strange clear chunk and a liquid there was some white   
little things and it smelt BAD! Is this feces or pee or is some thing wrong I
think he did this cause he was scared, could he have vomited?

  Hard to tell without knowing the snake, but a lot of the colubrids and pythons will delicate as a defense mechanism. I'd say, that your brother scared the snake and the snake deployed this defense.

QUESTION: My snake is a corn snake will he do that if he is scared?

Yes. Corn snakes are not notorious for that, but I have seen it happen. The white chunks were most likely uratic acid that is usually on the tip of an elimination. Snakes eliminate their urine and feces all in one. The urine comes out as the hard white "globs", especially when they use it as a defense.
