Why do red eared turtles foam from the mouth?

Well, that could a number of things. Please tell me what the water temperature, basking spot, and ambient temperature is at. Also does the turtle have a place where they can haul themselves out completely onto land? Do you expose the turtle to UV lighting at all? If so for how long?
