Painted Turtle has no beak

Question
About two months ago I found a painted turtle in my front yard. He has no beak. I guess something bit it off. It had maggotts all over it. I cleaned it several times a day and now it looks great. I was wondering if he will be able to eat meats. I have been feeding him veggies. He must be eating something or he would have dies by now. He swims in a little pool out in the yard everyday. Bugs are on the top of the water. Will he eat beatles off the top of the water? If I turn him loose will he be able to survive without his beak? Thanks for taking your time to answer me.
                     Thank You..

Answer
I would be inclined to believe that if he is foraging and eating on his own, he'd be okay if you turned him lose.  However, if you want to give him a better chance you can continue feeding him well chopped veggies and introduce well chopped insects and well chopped fish meat.  Best of luck with the little guy!
