Question
aussie water dragon has eggs not built a nest yet
but has laid what looks like a egg with no shell in  water can you help?

 Generally, when an egging reptile drops an unshelled egg, I would suspect she might have a calcium deficiency, or she is experiencing some problem with her reproductive system to pass an egg without a shell.
 However, if it was fully formed in the water, without dispersing, it may be a formed egg but bloated with water. If she still has a lot of eggs in her, she probably has not found a good area in which to lay.  She needs a laybox right away.  
 Since AWD are agamids, I suggest a huge Sterlite bin filled with a 50/50 sphagnum moss/playsand mixture, moistened so that it will hold it's shape when she digs a tunnel.  Put in enough so she can dig deep, like 18". Scoop out a bit to give her a start. Put her in the bin, covered with a mesh lid, give her lights to maintain her temps and let her go at it.  After she lays, wash her, give her a wonderful soak and all the food she wants and extra calcium
