Question
Is it ok to handle my western fence lizard a lot or should i leave him be?

Answer
Western Fence Lizards are not a species that I would handle much at all.  They stress too much with regular handling.  Most are wild caught and wld caughts just don't do as well as captive bred.  If you have a guaranteed captive bred WFL, then take it slow, smaller species of lizards are far more skittish.  Try always having a nice bug in your hand every time you put it in the tank and speak gently and slowly a few times a day.  As the animal gets used to the hand, he may challenge it or he may even start to climb into your hand to get his treat immediately.
Just make sure you realize that this may take months of patience on your part.  The more the lizard gets used to you, the easier it will be for tank cleaning and vet visits.
