Is he healthy ?

I have just got a eyelash crested geico and he has two holes in his neck,and the original owners said that he has lost weight.They did not have time to feed him,he also is orangeish brown but his tail is black & white.The white is kinda fuzzy looking.Are these things normal?

 When any animal has been mistreated, a visit to a veterinarian is needed.  He may need emergency fluids and other more definitive care.  Reptiles really don't have anything fuzzy, so the vet can diagnose if there are any other medical issues besides malnutrition.
