My male 1-year old lop-eared bunny, whom we neutered at the age of about 4 months, is spraying the walls with urine when confined to his cage, and seems to be trying to mate with a cute little female belonging to a neighbor that my children let play with him.

The rabbit is house-trained and we let him run around for several hours a day (though he is chewing on our furniture and ruining it - a question for another day). He seems happy and healthy - so why is he behaving this way?

there's a couple factors in play here.

First, neutered males still can be attracted and want to have sex with females, especially if the females are not fixed.  The sex drive is greatly reduced, but not completely gone.  If it's a girl he really is attracted to, he will do this kind of thing.  Since he can't get to her and mark her, he marks whatever he is able to.

Second, there are rare cases where in fixed rabbits, their adrenal glands produce hormones at higher levels than they should, leaving you with a rabbit that has higher hormone levels than they should, being fixed.  

If he was always acting like this even before the female next door was around, he may be a rare case.  This can be tested for by a vet.  If it only started around when the girl rabbit appeared, it's the former reason.
