it looks like my rabbit chewed the fur short on his back and I thought it might be because of the heat because we are having an abnormally hot summer and he is an out door rabbit.  He gets a frozen water bottle to lay against and time outside but I don't know if it is and problem and if so what I should do

Be sure your bunny is *never* in direct sunlight when it's this warm.  He would be safer inside, away from the heat, even though he has a frozen bottle.  Rabbits do not handle heat well, and many die of heat stroke in the summer if they are kept outdoors.
