my pet rat has a bunch aof white lavea type bugs all over him and is not eating or has any energy

Your rat has lice. Dont worry, its not the same type of lice that humans get and we cannot catch it from them.
If your rat is sick, they often are prone to ectoparasites but also having them can make them sick as well. These nasty bugs feed off of our rats blood. If the rat has alot of them or has had them a while, they can become anemic, which could be the reason for lack of energy.
The rat needs a vet. The vet will weigh your rat and give him medication that will kill the lice and eggs. Meanwhile, you will need to do a very deep cleaning of the cage, and throw away any kind of wood you have such as wooden houses etc... wash all bedding.  Also, before putting new litter in the cage, freeze it for 24 hours to kill any existing bugs and eggs. DO NOT buy anything from stores to use on rats even if it says its safe for rats. It either wont work and is a waste of money and time or it is harmful to them. Sprays and powders cause serious lung problems and these products have been known to poison animals.  Even the products for dogs are deadly.  Why they remain on the market is beyond me, but there usually are warnings on the product but its written in such itty bitty letters most anyone can miss these warnings.
