You need to provide state and country. Here's the website that should help you find out more (or at least be the beginning of where you need to go)

It shouldn't be that difficult for you, but if you run into any problems, check back with me ok?

Answer
The only thing I can tell by the alphanumeric code on an open band is that the bird was probably from a privately owned commercial import station in Florida.

Open bands are the most frequently removed and replaced by unscrupulous or dishonest bird people; however, this doesn't mean that every bird with open bands have been tampered with.

The second letter = the quarantine station, while the third letter is part of the bird's ID number.

Call the USDA Administration Office Department of Agriculture, Fish, & Wildlife to find out more about this specific band and bird.
