budgie training

we have been given a budgie, 9 months old, never been trained.  We have had him for several weeks, he will come out of his cage and fly once round the room, sit on the door of the cage, but won't come on my finger.  Also his droppings are constantly sticking to him.  he eats a lot of millet spray, I don't think he had it before.

This bird isn't tame.  This is why he won't come on your finger.  You just have to keep working with him every day.  If the bird's droppings are sticking to his vent, he most likely has a medical problem.  I recommend you take this bird to a certified avian vet for a medical evaluation.  When droppings stick like this, called a "messy vent," this means there is some type of digestional/intestinal problem going on that requires medical intervention.
