It sounds like you're talking about Syrian hamsters (not dwarf hamsters, which are of a different species). Yes, you can definitely breed a short-haired Syrian hamster to a long-haired Syrian hamster, since they both are of the same species.
Remember, Syrian hamsters have to live alone, so they can't live more than one to a cage. When you breed them, you'll need to put the female in the male's cage. Or, you can put them in a clean cage. (Just don't put the male in the female's cage - she will fight with him.) Make sure the female is in heat first, though. Females come into heat about once every 4 days. To see if your hamster is in heat, stroke her back. If she's in heat, she will "freeze" and not move. Her tail will be sticking up. You may smell a musky odor, also.
Allow the hamsters to mate for about 15 minutes (maybe less than that if they've lost interest).
However, I would urge you to reconsider, if you're thinking of breeding your hamsters. You'll need to find a home for each one of them. Or, if you're keeping them yourself, you'll need a cage for each one of the hamsters, since they can't live together.
