my roommates recently were able to bring back their dog to our apartment building (he was staying at one of their mom's house) but the dog, im not sure on the type but is about a foot tall and about 15lbs, can only stay here if no one in the building complains. So my roommates decided to nix the idea of his original schedule of taking him out for walks to go to the bathroom and try to get him to use pee pads. However he's not using them and is just holding his pee til he can't hold it anymore and is going on the floor. Do you have any tips for helping him get used to the pee pads? The grass scented ones don't work, he doesn't like them and he wont use a dog style potty box

If your dog is trained to go outside then the idea of going in the house is going to be absolutely scandalous to him. Think about it. How would you feel if someone expected you, as an adult, to go back to diapers. It'd be pretty humiliating regardless of the situation.

If you absolutely insist (and I do disapprove) you can try things like, placing the pad near an open window with plenty of breeze and sunshine (a balcony would be best).
