Lumps on lower back tender

Hello, my dog seems to have two lumps/bumps on each side of his back near his tale under the skin.  They are very tender to the touch.  We have notice a decline in his attitude and activities.  He walks down the stairs sideways now and tries to sleep all day.  It has not always been this way.  Can you tell me what this could be?

If you mean these are on his butt area under his anus, these are probably his anal glands. If they are up around his back, they could be cysts or tumors. Whatever they are (or wherever they are located), they need to be seen by a veterinarian.
