Question
I have had my 9mnth old whippet for 3mnths. She lived with an aggressive dog.When I take her for walks she barks and pulls aggressively when she sees another dog.I am attending training classes to socialize her and have used water and rattle techniques, correcting her sternly at the time and then praising her for being quiet. Nothing is working. Can you help please?

I know this sounds odd, but do NOT praise her when she stops barking.  When a dog stops barking at another dog, he is still thinking about barking at him, and when you praise him you are praising the "thought"  in his head so he will usually immediately start to bark again.
If you are out walking,  take your finger and poke him in the cheek and say "shush".  Be firm and have in YOUR mind that you are not going to allow this.  He he still barks point at his face and do it again, making eye contact.  He should look away if your attitude is correct.  Put him in a sit and keep pointing until he stops barking and keep him in that position until the other animals leaves.
When you walk him make sure he is by your side and he is not allowed to move from your side the whole time you are walking.  He must be in complete control by YOU.  When you are in complete control, he will be able to relax and will stop his aggression
