Abused Maltese

Question
I got my Maltese,Sugar,when she was 2 and 1/2 yrs old. We got her free from the vet because she came from a puppy mill and was abused. Before I got her she had never benn in a house,or even seen grass. She was kept in a cage so small that the only thing she could do was run around in circles. She would go to the bathroom on a run and drink from a rabbit water container. She is scared of everyone,except for me. It took me a yr to get her to stop shaking when I held her. She is TERRIFIED of water. U can't even put a foot in water without her shrinking away in fear,plus she shakes. She won't play with people but me. Even when she does it is only for a minute then she gets scared. She won't go near a car window. And she shakes if i even get near a car. She won't roam around the house alone,she has to be with me. I wan't her to not be so scared. My sisters cry because Sugar won't play or approach them. Can this problem even be fixed?

Well what would actually help her it dog training,but it would be a good idea to call around and explain to them how your little dog is like and her history,as there are trainers around that deal with nervous dogs and training them can make them confident
