i have a 1 year old westie. he seems to want to be aggressive to any dog we meet on our walks, other than that he is very stable and loving

This looks like aggression, but it is really insecurity.
I recommend massage.
I have use the Tellington-Touch method of animal massage for years with great success for,as a training aid, for pain relief, and for problems related to fears and insecurity like, fear of thunderstorms, excessive barking, aggression toward people and/or other animals.
