shitzu itching

My shitzu is 1 year old. He can't stop itching. He is so loved & pampered. His name is Joey. He's clean & well groomed. I do it myself. I need help now.

Perhaps too well.  How often are you bathing him?  I follow this regimen for my dogs and seldom have a itching or odor problem:  They are on Revolution in the flea season, they eat a commercial dog chow and little else, they are brushed regularly with a soft bristled brush, and seldom if ever get a bath.  

Pull back the hair at the base of the tail.  If you can see dark, reddish specks, the problem is fleas.  Try one of the modern, effective remedies, many good ones besides the Revolution that has kept my dogs flea free for the fourth summer now.
