3 year old urinating

Our 3 yr old male Chihuahua has been house broken.  We have had him since he was 11 weeks old but now he has been urinating in the house.  We have a 2 yr old daughter and he urinates on her clothes and in her room. He also does it in the bathroom.  We are going to get him fixed.  Will this correct this behavior?

Neutering him will help some, but this little critter is claiming that child for himself.
He is marking his territory, and since he is marking what is hers, he is telling the world she belongs to him.
Is he affectionate with the child, or does he seem to be jealous of her?
If he is very attentive of her, then I would say he is simply claiming her.
My first dog was a Chihuahua. He was there when I was born, and when I got big enough to walk, go outside and play etc, Corky was at my side.
We lived on a farm, and I liked to play in the barn. The barn had rats, naturally, and when I would head for the barn, Corky would put his paws on my chest and stop me. I would sit down on the ground and wait, and from the barn I could hear growling and rats screaming. A heck of a fight going on.
When he had chased them out, he would come to the door nd bark, letting me know it was ok fror me to come in.
I never saw a rat, because he chased them out, and he never once had a bit of blood from a rat bite.They could have been very small rats or just mice.LOL
My dad said obviously he was fast enough that they couldn't even get in a bite.
Just because he is little bitty, doesn't mean he can't be a big watch dog and take care of his baby.
