puppy biting older dog

Question
my daughter just got a beagle two weeks ago he's 3 month's old. we already had a cocker spaniel who's 7 years old. why does the beagle try bite the cocker spaniel we tell him no. he'll be good for while and then he has all this energy rush and he'll try bite him again?

He's playing. Your cocker should deal with this on his own. Go to alpha dog boot camp to learn to establish and maintain pack order in your home.
Also make sure your pup has plenty of good things to chew on. Toys that you can stuff treats inside are wonderful. Change them out often to prevent boredom,
