fur loss and redness

I have a 6 month old toy fox terrier.  She seems to be itchy a lot.  She has been tested for fleas and mites and is clean.  Her skin on her legs is getting so red and dry as well.  She also is losing fur around her eyes.  I dont know if it is from the itching or something worse.  Her eyes seem to bother her alot.  What do you think could be the cause of this?  Should I put lotion on her legs to help with redness?

You might want to ask your vet about allergy testing, to determine what exactly she is allergic to.  She was tested for mites and does not have mange?  It sounds like mange.  Dogs can be allergic to a number of things.  I would also feed an allergy diet for food, such as Wellness Simple Solutions, California Naturals, or a prescription allergy food from the vet.  Ask your vet what lotions would be ok, because you don't want to irritate it further.
