Dog conlificts

I am babysitting 2 small dogs (a playful pug and a calmer one). they play fight with each other, which involves them chasing and pushing each other's heads with their paws. My neighbor has a chow Maine mix.she brought it over and her dog got a red toy. my playful dog tried to steal her toy and the chow freaked out and started barking and scratching my dog. it lasted 5-7 seconds. how do I intervene and should I not let the dogs play with each other.

Since you are dogsitting and the pugs do not belong to you, I would not let them play/interact with other dogs at all. If something should happen to one of the dogs, you would most certainly be responsible.

The two pugs will do just fine with just each other's company.
