Choking a dog

I recently found out that a friend of mine was hitting her pit/boxer mix with a belt. I convinced her to stop doing that and the other night I was over there and she had the choke SO tight that her eyes were blood red. She says she has to do this to train the dog. Someone told her choking the dog until she passes out works and now she is doing that. The dog is NOT aggressive, just hyper and never let out of her kennel. I think that a good bit of exercise would help the dog's behavior tremendously. Are there any training organizations that give free training to dogs in need? She really needs someone to help her train this dog and to train her as well. I hate to say it but she would have fared better with the shelter. Otherwise, the dog seems healthy and is fed well.

Whomever told her to train a dog like that is WRONG-if anything will make the dog vicous

I think she needs to call either her vet or the local shelter and ask what are the best trainers around and get the dog signed up right away-this is NOT the way to go about it,the dog could be killed and your friend could end up be charged with animal cruelty if it continues
