shih tzu puppy cries all the time

my wife and i have a shih tzu puppy that is 9.5 weeks old. I know that puppies whine allot but this one sounds like someone is beating her non-stop.she cries when she is in a crate or kennel or even when she is in the same room but on the floor,not on the bed or couch or ect..what can we do to stop this or at least stop some of it

Pay attention to what you are doing when the dog cries..it is like having a baby...dont go give her attention. Instead yell "no " in a stern voice and the minute she stops to listen to your voice, say good girl. it takes some time, but it should stop..keep me updated.
