chewing penis

Our one year old Smooth Fox Terrier starts licking his lower belly  (as if irritated) and gets worked up into a frenzy, at which time his swollen penis comes out and he starts chewing it and humping himself in circles! We have taken him to the vet and done tests, xrays (spent too much $$$)and they are baffled. They thought it might be a fracture in the bone, but it hasn't improved. We kept him away from the doggie park to rest it, had him on pain meds, anti-inflammatories. No luck. This occurs at least 1-2 times daily, usually in the evening. He is neutered! Any suggestions would be greatly appreciated! P.S. He does appear to have skin allergies, common to this breed. His skin is very pink, particularly on his lower belly. We have used cortisone cream, antibiotic cream, etc.

Sometimes it it is tough to figure out what is happening.  have you tried Benadryl?  You can give up to 2 mg per pound of body weight every 8 hours.  If it seems to help, you might take a closer look at allergies.  You might try a behaviorists too.  Good ones are tough to find.
