Question
We have a chorkie and we have had him about a year now.  In the beginning he was doing well with pottying outside or using a potty pad.  Now he has started peeing inside.  He has not been fixed yet.  We also have a rat terrier(male/fixed) and a rat terrier/beagle(female/fixed) who are inside.

If a year old intact male starts peeing inside, it is more likely a leadership issue.  I don't buy some of the current thinking about delaying neutering.  It seems to me you are risking likely major behavior problems to avoid possible minor physical problems.  When were your other dogs fixed and how have they done?  Spay/neuter any dogs not part of a serious breeding program has worked well for a long time as far as I can see.  The trend is toward even earlier fixing.  I would get him fixed now.

This isn't to say I don't feel leadership is important and neutering along will solve it.  Having a good pack structure reduces such problems. The dogs see all the people and dogs in the household as a pack with each having their own rank in the pack and a top dog. Life is much easier if the 2 legged pack members outrank the 4 legged ones. You can learn to play the role of top dog by reading some books or going to a good obedience class. A good obedience class or book is about you being top dog, not about rewarding standard commands with a treat.
