Food for an apartment dog

Question
My sister has a 1 year old chihuahua who spends most of his time indoors and doesn't get any outdoor exercise. Can you recommend a natural and inexpensive food for her to try for him? A coworker of mine loves Innova Evo, but her dogs are larger and more active. Is there something else that would work better for him?

Innova is a good food. as commercially prepared foods go. It should work as well for your sister's chi as it does for your cooworkers dogs. I personally prefer preparing food at home for your dog especially if you only have one. But if your sister prefers a commercial dog food she could certainly do worse than Innova. I also like Flint River and Eagle.
