4 year old Lab with itching

Hi,
I have a 4 year old female lab with intense anal itching and paw chewing.  I did take her to the doctors and she was on steroids, then Benadry.  I also have her anal glands checked every 3 weeks or so and that does seem to help.  Right now she has been on Nature's Balance Sweet Potatoe and Fish Formula which has no corn, wheat and stuff she doesn't need.  She has been on this for for 3 months.  I don't see any improvement.  I have read your comment to another person about Wellness and Innova food and I am wondering if I should try that.  I feel very bad for her itching all the time.  My doctor doesn't know what else to do.  She recommended a doggy allergist but I can
