Question
My 16 week old teacup/tiny toy poodle will not drink water.  I give him 1/2
teaspoon of goats milk mixed with 1 1/2 teaspoons of water 3 times a day.  
He drinks this in 2-3 visits to his bowl, each time. He spits a bit up if he plays
too hard.  I feed him all the dry (puppy small breed, Royal) he would like in a
day, but I give him a tablespoon of wet wellness puppy food twice a day
because it is 70% water.  He weighs 2 pounds 12 ounces. He seems very
healthy, and was just checked by a vet. Is goat's milk best, or should I use
cows milk?  He will not take soy milk. I plan to try to reduce the milk as time
goes by.  I have only had him 8 days. Is there any thing else I can do?  He
urinates about 5-6 times a day, and poops twice. I take hin to work with me,
if he has to be in a crate for more than 4 hours, because the milk would spoil
if left too long.

If he is spitting up then you could have a serious problem on your hands.  I would take the puppy back to the vet and have him looked at for collapsing trachea, or have a test done on the liver to check for a shunt (especially since he is so small), or thyroid issues or perhaps even diabetes.  These small poodles are notorious for having health issues that are very serious.  Once you have ruled these out you can breath much easier.  but I would hesitate to get him back into the vet.  Poodle puppies of anysize are big water drinkers.  They need the water to help produce nice coats and for their systems to work properly.  That your dog doesnt like to drink water is very strange and something very unusual.  Get rid of the goats milk.  He needs to be drinking pure water.  Never feed dogs cows milk as they can not digest it properly.  Cows milk is the most difficult milk to digest.  And certainly stay away from soy milk.  If you have to reward him everytime he takes a drink of water right off the bat then do that to train him to drink the water, but get him off the milk.
