16 month old standard male

my 16 month old standard male nips and barks.  he nips other dogs in the hind legs and barks incessantly.  he is also a rather shy dog around men, more friendly with women.  what can i do.   thanks.  mimi

He is likely only trying to get the other dogs to play.  Many older dogs aren't interested in that sort of play.  Maybe the best thing is to find some other younger dogs that would enjoy playing with him.  

He may not have seen many men before he was 12 weeks old.  Getting treats and petting from some men should help.
